With wire whisk, stir eggnog, milk, 10-2/3 fl. oz. HERSHEY'S Chocolate Syrup, nutmeg and allspice in large pitcher. Set aside.
Dip rim of serving glasses into additional HERSHEY'S Chocolate Syrup, then dip them into sugar.
Put 1/2 fl. oz. of HERSHEY'S Chocolate Syrup in the bottom of each prepared serving glass.
Evenly divide and pour eggnog mixture into each prepared serving glass. Sprinkle with grated HERSHEY'S SPECIAL DARK Chocolate Bar. Garnish with cinnamon stick. Serve immediately.
